I beat the campaign on cruel but cant access end game content.

The game took me to the survivors enclave. I checked in with everyone then portalled to my hideout and exited the game. Now I don't have access to end game on the teleport map and the map device wont let me use a wey marker. The game is telling me to use the time portal to start cruel.

two other pieces of info. its only for the character Statictition my other characters that are end game are working fine. Also with statictition I can't access the atlas tree. When I click on the menu to go there nothing happens.
