Prefix / Suffix Tier Suggestion

I suggest that the tiers associated with specific prefix or suffix bonuses be based on the level of the bonus. Each tier would encompass a range of levels for example Tier 1 = 1-4, Tier 2 = 5-8, etc. So if a modifier had bonuses at level 20, 40, 60 and 80 those would be listed as tier 5, 10, 15, 20. This would align closer to how skills work in PoE2. If I see a wand drop with a lvl 15 spell I can tell at a glance if that will be an upgrade or downgrade. If bonuses used a similar ranking then you could quickly tell if they are a competitive upgrade or not.
