[suggestion] ways to lower damage and improve survivability

1.Multiply the inherent strength health increase bonus by 2-4 (bottom side classes would become more health reliant and less ES reliant without bringing health nodes back)

2.For dexterity inherent bonuses, half the accuracy and include either 1% increased evasion or some flat evasion per point/5 points (this makes dex at least little more useful for aoe skills as well and forces players to actually use accuracy nodes/explicits.

3.After these changes rebalance/rework uniques, ascendancies, notables and keystones to fit more with said changes. (example: Enhanced Effectiveness)
