Dead end in Matlan Waterways

I have played through the campaign multiple times, first time this is happening, but got a dead end Waterways map (i think its supposed to connect at the top, but there is some stuff in the way.

You should have used the "/bug" command in chat to get the bug ID (either as copied text here or in the screenshot), so that the developers could regenerate this map (and correct the map generation).
