herald of ice

First of all, I'm a beginner, it might be my fault but I couldn't find the solution. I'm playing Ranger, herald of ice doesn't work even though I have enough sprites. It does not appear in the buff section. When I watch the players, they all appear in the buff section. I have enough cold demage in my ring and quiver. Can you help me what should I do?
