Monk: Herald of Ice Passive doesn't work. (SOLVED)

HC league, just got the passive/buff on, visually all ok, registered as 'working', but doesn't apply debuff during the fight/attack.

Same build as 10 times before, so I suspect that bug came with the update.

UPD: I don't know how to remove post, but restarting PC (twice) + verifying Steam files (none were corrupted/missing, so who knows what happened) worked.

Update: works on 1/10 hits, on non-frozen enemies, and sometimes not even on shatter/death.
