Make haunted wand enchant permanently active in hideout/towns/new instances

Hi, is it possible to make the haunted wand enchant buff active in the hideout or towns permanently?
Also it takes a few seconds to activate after switching maps, is it possible to make it permanent?

Feels slow in towns, then suddenly, zoomies
