Stomping Ground doesn't work sometimes, it may be gem dependent

Hello,

I put a Stomping Ground support gem into my Shield Charge, and it worked for a while, I then switched it with another gem. After a while (like a hotfix or two) I put the same gem in again, but it had no effect. I created a new Stomping Ground gem, switched places with the old one, and this time it worked. I have absolutely no idea why, maybe something with being created before/after some hotfix?

While it is not tagged as Melee I believe the weapon has to be a martial melee weapon and wand/scepter will not work atm.
