"You do not have the required quest state" - Stuck in one Area

My character is stuck in Infested Barrens and I can't leave to another area, I've opened a portal back to town and I can't go through that either. I've logged out and logged in to see if it would fix it, I have exited the game but it persists.

The same thing is happening to me, except I am stuck in Jungle Ruins and unable to access Infested Barrens. I cannot teleport out using portal or party teleports. Upon death I cannot respawn and require a relog to gain access to the nearest checkpoint.
My current Quest is Legacy of the Vaal: Travel to Chimeral Wetlands |

My buddy is stuck in the temple of kotec with the same issue this is the 4th time now can you tp him out! his ign is Vivid86#2453 and his char name is zXxlilithxXz

Mine was working normally until I joined a party,
