only 3 rituals with the always 4 rituals passive. (Bug Report: 2691592899)

I used a ritual precurosr tablet to get some more ritual events in my waystones and the first ritual i ran after placing the ritual precursor tablet into a tower only has 3 ritual events in the map when i the passive allocated to "always" have 4 ritual altars. The map was burial bog ran with a T15 map
