Unable to Refund passives/ respec

as the title shows im unable to respec and refund passives i have the gold and trying to take items from the edge. all my characters are blocked

I am also unable to respec with gold with Faustas. I have enough gold and I attempt to refund passives, but when I click "Apply" it doesn't actually change anything and I keep a "Pending passive point allocation" button in the bottom left of the screen. When I leave the area, the changes revert and my gold is unspent.

Edit: It was eventually able to work in my hideout after several attempts in Kingsmarch, relogging, restarting the game, etc.
