Rapid fire frost/lightning build with ring

Can we get a scoundrels kiss lightning-like build?
I am thoroughly enjoying lightning in general but the ranger is amazing. Can we get a rapid fire like ability or am I missing something?
I am amazed at this game but I feel like there should be community based events such as global hordes/global elites..
