QoL Mapping Improvement !Spoiler Warning!

Currently, the loot mechanic works as such: Loot item lvl is based on the tier lvl of the map item used. Tier modifiers are based on item lvl. Therefore you must do high-lvl tier maps to receive high-tier modifiers. This makes mapping with tier 1 - 13 tier maps trivial and makes it IMPOSSIBLE to roll the modifier tiers required to sell anything above 1 exalted orb. THIS POST IS NOT ABOUT THE ECONOMY. What is truly broken here is the mapping experience itself. The current player must use low lvl tier maps to get to areas where using high-tier maps will be optimal(ONE COMMON example is using a 15 on a boss map because they will Likely drop a tier 15 to have a Chance to corrupt it to a 16). This is necessary best practice for sustain. This is fine as I like the strategy aspect. It is common to blitz through 5-8 maps once you have found a notable location like a citadel to reach it. Now the current player has to run through 5-8 maps using lower tier maps that have NO OPTION to roll gear that is worth even looking at, let alone wasting currency on to improve as the low item lvl gear is NOT ABLE TO roll higher tier modifiers. Proposed solution: If you could make higher tier modifiers able to roll on all gear with item lvl >= 65 I believe this would allow the people to hope while getting into endgame.
