Equiping Ingenuity belt with +21% evasion but losing stats.

As title says, I equip a ingenuity belt with a 21% increased evasion rating mod and i end up losing that evasion instead of gaining it. I've tested with other belts and it seems strictly to do with that belt. I've tested a couple different things such as skills and spirit gems being equipped but i can't figure out the reason.

I bet that it features +Armour mod.
Armour-items decrease Evasion and sometimes Movespeed; meanwhile, "Increased Evasion" from corrupt increases Belt's Evasion, which is zero, by that percentage. Result - you gain nothing, but lose a bit of Evasion.
