Ball lightning not working

Hi. I am level 80+ deadeye ranger using cast on shock with ball lightning. With enough spirits, I have toggled it on but it doesnt seem to proc at all. Instead, when I placed eye of winter, it proc. Is there a bug with the Ball Lightning?
