Rage on Hit Corruption Implicit not Working

I have only tested this out with helmet and Pillar of the Caged god implicits, but corruption implicit of Rage on Hit does not proc any rage stacks. I have tested this out with quarterstaff with the following skills:
1. Default Attack
2. Tempest Flurry
3. Storm Wave
