Lightning conduit not showing + skills on controller (PC)

When playing om Steam with dualsense controller and examining my skills, if lightning conduit is linked into cast on shock it displays as level 20 only, even though all my other lightning spells are getting +8. If I switch to mouse and keyboard and hover over it, it displays at level 28 as it should. I hope this is only a tool tip bug and I'm not actually losing 8 skills levels when playing on controller.

It doesn’t add the skill levels on console either.
