There is a stat called "Item Rarity," but I don't think it works correctly on minions. In the minion skill gems, rarity is displayed and seems to work properly, but I couldn't really feel its effect in the game. To test this, I used the Necromantic Talisman skill and equipped Item Rarity on my amulet. I observed that the rarity from the talisman applied to the minions' basic attacks and skills.
This raised a question in my mind: Is the minion skill gem's "Minion Info" rarity the actual value? Or is it the rarity from their basic attacks? Or is it a combination of both?

I have concerns about minions and rarity too. My very geared infernalist with 200+ rarity is getting less div drops than my deadeye at +60% rarity. I run easier maps with my deadeye too.
Sample size and all, maybe it's working fine, but since I started keeping track the deadeye is doing significantly better.

I have also noticed the same thing. I got my first div after 280 hours and with 200+ rarity.
but got two divs in 1 day, on similar maps as a chrono with 10% rarity.
