CAN'T ALLOCATE BLINK!

Hi,

It has been already 2 weeks with same problem. Blink doesn't show on hotbar, for neither of my characters...already I tried out to generate like 12 uncut skill gems for blink and try, but it's impossible. I got the spirit, I got the intelligence to run it, but NEVER shows on hotbar to allocate the skill.

I tried out different solutions that I found on the net, but nothing worked for me.

I would appreciate any help!
