Shaper of Storms doesn't supersede The Three Dragons unique

Having allocated Shaper of Storms (all damage from hits contributes to shock chance) while wearing The Three Dragons helmet (lightning damage from hits contributes to freeze buildup instead of shock chance) seems to completely remove the ability to shock enemies.

It may be deliberate in this instance, but in PoE1 you could have both shock chance and freeze buildup on your lightning hits with this setup. The logic being - I think - that an ascendancy node would supersede limitations from equipment.

You should be able to shock with cold and fire damage, is this not the case?

No, in PoE1 you can't shock with lightning damage as well, only through non-damaging stuff like shocked ground (which also applies to PoE2). Three Dragons is identical in both games.

In PoE1, Shaper of Storms has the following effect:

* Hits always Shock
* All Damage can Shock
* 25% more Effect of Lightning Ailments you inflict with Hits if the highest Damage Type is Lightning
* Shocks from your Hits always increase Damage taken by at least 15%

This makes it so you still get your 15% shock on every hit, even with The Three Dragons equipped. You could make a fun build where you shocked and froze the enemies. That's what I did when I picked up the game during the Crucible league.

In PoE2, Shaper of Storms does this:

* All Damage From Hits Contributes to Shock Chance

However, I confirmed that (lightning) damage from my hits did not contribute to shock chance with The Three Dragons equipped. This is not serious - you can equip the Kitoko's Current to achieve a similar effect - but it alarmed me to see that ascendancy passives no longer overruled unique items.

No. Your Fraegrim elementalist fanbuild has some cold, fire, and chaos damage that inflicts shock.
In PoE, "Never" rules override "Always" rules.

But it was not lightning damage that shocked, but any other damage type. Thanks to the last property any bit of phys/fire/cold/chaos damage is able to inflict shock. In PoE2 Shaper of Storms doesn't have anything alike.

On a related note, only now I realised how inaccurately those three stats from the helmet are worded. For example Lightning Damage from Hits Contributes to Freeze Buildup instead of Shock Chance
states that lightning damage looses the innate ability to shock, but is it forbidden from shocking at all? I don't see any connotation implying this. So purely from the wording I would expect Shaper of Storms to allow lightning damage shock again.
