Slow leveling at 24

I made it to Viper Napuatzi, but I'm leveling really slowly for some reason and can only progress by partying. Hoping I don't have to re-roll

I figured it out. Just like when your level is too high and experience is low, the same is true when your level is too low ...which is new to me. Lesson learned, all is well.
