CPU 100% and temps jumping to 95c

whenever i start up poe2 before i even get to the main menu.my cpu usage spikes to 100% and my temps max out and causes a hard crash..
my specs are 7800x3d with a 4080 super. running latest up to date version of windows. i cant get in to reset and graphic settings in the menu.
