Buy decent low Budget Lightning Arrow Gear

Like title said, im looking for a Lightning Arrow Build (Gear with Max Resi and about 75-100k Dmg on Lightning Arrow.

The Build should be working with the Heralds and Cast on Shock for Bossing.

My Budget would be around 12 Divine.

HOA already available so not needed to buy.

If you have another settup which cost a bit more pls let me know, since i can addapt a bit if necessary.
