Two major incinerate bugs

A couple bugs with incinerate currently:
1. It sometimes cast from left hand instead of right hand, this decreases the range of the ability by a little.
2. You cannot convert any of the fire damage on the ability. I have tried both blueflame bracers and painter's servant gloves. Blueflame 100% fire conversion to cold does no damage on hit. Painter's gloves effectively gets rid of 66% of your damage. No idea if this was intended, but it's something I learned from trying to make a incinerate build work.

Incinerate doesn't hit. There is nothing to convert.

Incinerate ignites based on phantom hits, which are also subject to damage conversion. So when you convert fire damage to a damage type that can't ignite, the ignites will be weaker or won't be able to be inflicted at all.
