No Oswald (or any Vendor) in Ziggurt

saw the vendors etc, entered utzaal, and now there's noone there, cant sell idols etc. tried rebooting, no luck.

Yes, multiple times. Throughout the entire A3 there was never any NPC there. Finished A3 anyway.
