Full inventory cannot swap staff bug

I have a 100% full inventory which contains a staff that I want to switch with my secondary equipped staff. I can equip the new staff but the game won't let me put the old staff in it's place, it goes red and refuses to be added to same size slot I took the new staff from.

Removing anything from my inv allows the staff to be placed ok, even though there is room for it already.
