Massive Networkspikes at specific Hours !

i and some friend got Massive Network spikes (250+) evrey 5 seconds in Frankfurt server. Its not all the Time it just occurs around 6 to 11 pm where all the people usually plays.
Our normal Network ms is around 25-30. Is this a knowen issue and pls Help me if this is an Issue on our end.
