Shackles of wretched dont work

I tried around with the Shackles of the Wretched unique because i wanted to try a build with curse reflect and hh buffs. thats when i realized the curses dont actually reflect back to you. pls fix.

Was going to see if I could using impending doom to proc recoup. but, was not even able to reflect curses on myself at all. |
