Excise support gem wrong description/behaviour

The excise support gem description is as written :
"Supported skills have 40% MORE chance to criticaly hit"
but the behaviour is increased critical chance like other places
this is the only place where MORE is used for cirtical chance and to be fair it should be adding +40% instead of increasing since it adds 8 second cooldown. Otherwise the inevitable cirtical support gem is 10 times better than this at the same tier.
