4000 second mute on trade

I've been trying to buy stellar amulets all night and usually if I hit whisper too many times in a short space I get a 60 second ban (only happened twice in 250 hours I've sunk into the game). Although tonight, trade decided to skip 60seconds and go straight to 4000. I've waited the time out and I've gone to whisper for some log books and the counters reset !

I get spamming the same player multiple times is frustrating but when whispering different players for highly sought after items and trying to get to the seller before anyone else does, seems a bit excessive for what seems to be almost 2 hours now ?
