Incinerate doesn't proc hits

For some reason despite trying multiple items that proc on hit with Incinerate. The effects listed never Proc and end up being weirdly useless, which is unnoticeable unless you bother do think it might not be working. the "does on hit" system as a whole seems to be bugged as well, as a lot of post seem to have problem with "on hit" skills.
