Bugged Implicit "Gain 1 Rage on hit" PoE 2

As the title reads,

The implicit does not work on two quarterstaffs i've rolled it on. It does not give rage on hit, nor does it give rage when hit. It's completely useless until fixed.

Same is happening to me on my level 90 Titan. It rolled and I was like "ooft that's a great Corruption" but it doesn't seem to be doing anything with Mace Strike or any other Hit skills. As Svalinn says, useless until fixed.
