Icestorm targeting

Hi.

I was trying to go for an Icestorm build but playing with a controller feels very weak.
I'm not sure how the skill targets enemies. It looks like it lands all over the place and very rarely on enemies (when there's one or two left, specially).
Is that how it works or are you supposed to aim with your mouse to do the damage?
