game crushing after I weir item

the moment I weir this item , my game is crushed and as it seen on crean look like skill does not work because of requirement.

So my guess it is connected with some bug which does not allow me to use skill from item, but I can weir item because of reduced attribute requirements

I love game, please make it better as you do step by step ^^
