if i use --ex-crash-report an my pc fully freezes will the report still be sent on the restart or will no data be collected at all cause 99% of the time the pc fully locks up an i have to restart it by the power button

I don't think you will get an answer on this as there is no guarantee that your issue is related to DX12.
But i would assume there will be a file that for the game that normal operation was interrupted with a time stamp. The game on start up would see this and use the auto report which would take info from API markers, NVIDIA Nsight Aftermath, and DRED for that time stamp and possibly a few minutes before.
