Focus not giving stats

Hey my shield slot on item set 1 isn't working. When I put anything in there it doesn't register. I have tried taking everything off, swapping focuses, logging off/on, changing zones etc but nothing it working.
I have over 100% lightning res eqipped but game is saying I only have 48% and skill damage is down quite alot aswell.
