Reduced Attribute Requirements Passive Nodes Not Accounted for When Upgrading Gem Levels

If you have the Reduced Attribute Requirement passive skills and try to level up a gem to a level that you can only use because of those passives, the game still think s you don't meet the attribute requirements and doesn't let you upgrade existing gems -- instead only letting crafting new ones.
