Time Freeze (and possibly other skills) Duration scaling and Exceeding Support gem limits

Time freeze was stuck at 4.2 second duration, despite a significant amount of skill duration on tree and gear (Arvil's wheel). Was supported by persistence (hence 4.2 seconds) and ingenuity. I didn't have enough dex to support my dex support gems.

Removing Ingenuity fixed the issue, bringing the duration back to 11.8 seconds.

TLDR: Using a support gem I lacked the attributes for disabled my inc/reduced skill effect duration scaling on my character
