Gemling Legionaire's Adaptive Capability not working

For some reason, Adaptive Capability doesn't work anymore. The only change I can think of is getting my 4th ascendancy and respec-ing two points of my ascendancy shortly after. I tried unspec-ing and respec-ing, without success.
