Issues With Volcanic Fissure

I have been experiencing issues with Volcanic Fissure, mainly when there is an enemy in close range. The enemy will not take any damage nor will Volcanic Fissure make a fissure if the enemy is right next to you. Don't know if it is a bug or that's the way the skill is supposed to works.
