Chaos Orbs did not work, no mods were removed and no mods added. [Bug report: #3,510,112,646]

This is in reference to bug report #3,510,112,646

This item was NOT already corrupted. I attempted to use a Chaos Orb, there was no change. Chaos orb WAS consumed. Attempted to use another chaos orb to confirm that the mod didn't precisely replace one mode with the same mod "re-rolled". Also, no effect. Then, tried to determine if the chaos orbs were the problem, or if were a bug on the item. Used Vaal orb and confirmed the item did become "corrupted", so indicating that this item was not already corrupted, and thus, not a display issue.

I will keep this item in my inventory, to see if the issue is reproducible.
The only thing that I can think, is that I had a VPN up at the time. Could that prevent the item from removing mods and adding an additional mod, due to communication with the server?
