Unable to access maps

so i just completed the campaign for the 2nd time and i went to do maps and i cant cause it says i have to complete the campaign but the only 2 quests i have are Legacy of the Vaal speak to Doryani which wont let me complete it cause ive tried i spoke to everyone and the quest for the trial of chaos for my 3rd ascension can someone plz help me id like to be able to do Maps.

Have you tried putting a waystone in the map device located in the Ziggurat Refuge?

yes many times it just tells me i have to complete the questline before i can do it
