Cruelty acts 2-3 bugged

Going through act 1 cruelty completely normal as soon as I get to act 2 the loot acts like it’s not there. Rushed through act 2 to see if going to act 3 would fix the issue and it’s still the same, either the loot table is gone or I can’t interact with the item. I haven’t messed with loot settings and have tried restarting the game multiple times and rebooting my Xbox.
