Can't interact with the mapping device

I have 2 characters 1 on HC and the other on SC both at the same level, after reclaiming the hideout on HC i can no longer interact with the mapping device on SC neither at the refuge or the hideout, i tried every possible solution i found on the internet (swapping servers / restting instances / talking to npcs etc ...) but nothing seems to work, i can no longer progress since i usually experiment stuff on softcore before tackling it on hardcore, please help !!
