Cant allocate Skill point on attribute (no its not weapon set point)

hello everyone,

i have an issue as said in title, that i can allocate passive points, however when i have to use a point on an attribute point it wont let me.
there is only the normal pop-up as if i was pressing ALT, but i am not pressing anything.
i cant progress my passive build like that...
please help
