PC Controller aiming deadzone huge

When aiming with controller (right-stick), I have to push the stick all the way to turn my character. Changing the deadzone in-game does nothing to change this behavior. It feels like the aiming deadzone is maxed and nothing can change it. It does not feel responsive and I will not be slamming my stick just to make sure it is facing the correct direction. I hardly use aiming because of how unreliable it is normally.

EDIT: I previously mentioned right-stick in menus works completely fine. It does for most menus, but it exhibits the same huge deadzone issue when navigating the inventory. I must press the stick all the way to the edge for it to jump in the inventory. The passive tree panning and character screen scrolling work normally as expected.
