Conductivity Bugged Can't Assign

Despite having the requirements for conductivity, it won't allow me to put in on my action bar. I was able to before but after trying to change some skills it is showing up as other skills that are assigned and not allowing me to do anything with it.

I've tried getting rid of it but nothing changed, moved slots on my skills tab and nothing.
