Relic showing up as having item requirement

I encountered a relic which showed up as having a level requirement when looked at in the inventory (whereas none of the other relics I've found so far has had an level requirement).

When I linked the relic in the global chat the level requirement did not show up like it did when viewed in inventory.

The relic was named Emboldening Tapestry Relic of Justification (item level 44), see attached image.
