Drop rate of Great jewel orb? HCSSF

I m fairly new to PoE>PoE 2 is my first experience with this Arpg and I love it. I have level 92 on hcssf (my third char), and I have not dropped a single Great jewel orb on this character yet, despite having 136% rarity on items... I do have about 90+ pcs of the lesser ones.

I wanted to do my first Arbiter run, but I'm scared with just 3 link skills xD .

Is this normal? Does "rarity of items found" affect what kind of jewel orb drops? I even run the passive that should give me 40% extra socket drops in certain bioms on my Atlas tree.

I m kinda desperate and just looking to understand the game further and what rarity actually affects, thanks.
