PoE 2 Main Char is Same Person from PoE 1?

If you listen to Tujen and friends' intro dialogue, it seems like they are kind of alluding to you being the Hero of Wraeclast from 20 years back. Time travel is a major thing in this universe. Just found that interesting, and was curious as to what other people's thoughts might be.

At the end of the campaign you travel back in time and stay there in endgame. I interpreted their dialogue being a reference to this (maybe you meet them in the upcoming act 4,5,6).

I watched some lore video from poe before started playing this. Atleast in that video it was stated:

That the main character and pretty much every single powerful character was locked into the atlas because their power level would threaten the world
